Currently, in most Spanish cities the quick answer is yes on the terraces of bars and cafes. In the case of restaurants it is more limited, but in case it is prohibited you would see it on a sign.

But there is still more, and that is that before this type of laws, restaurants are subject to local regulations. Thus, deciding the entrance of dogs in restaurants is the final jurisdiction of each municipality. Although this means that if there is no legislation at the local level, the legislation of the province, autonomous community or state is applied by default. This means that there will be cities where there are more dog friendly restaurants than in others.

In autonomous communities such as Andalusia or Madrid, it is the establishment that must decide the specific conditions for admitting dogs in restaurants, cafes and bars, always with prior administrative authorization from the competent body. But how can we know these rules? Once again, it depends on the area where we are.
In Andalucia, if dogs are allowed in restaurants they must show a sign indicating so, however in other communities it is the opposite, dogs are allowed as long as there is no sign of non-acceptance.
